With the widening of the scope and the increase of the complexity of the public security management, together with the development of the e-government and the e-police service, the Public Security Bureau of Hunan Province has established several information systems PSMIS (Public Security Management Information System,) to deal with the management, prevention and control of the public security. Those are independent systems which do not ensure sharing of information and collaboration among different units, thus lots of information islands have formed. The insufficiency of information integration and sharing entails the re-input and multi-port collection of data which decreases real-time performance, consistency and accuracy. These deficiencies may limit the providing of good service and the development and application of newer information systems.The scale and quantity of PSMIS are both expanding. So the technicians of public security information management have to face great challenges brought by the integration of those information islands. Modules are tightly coupled in the conventional e-government system. This mode may bring many disadvantages such as the over exposure of data structure, bulkiness of clients or easy confusion of logic. Service Oriented Architecture (SOA) is a computer systems architectural style for creating and using business processes, packaged as services, throughout their lifecycle. SOA also defines and provisions the IT infrastructure to allow different applications to exchange data and participate in business processes. These functions are loosely coupled with the operating systems and programming languages underlying the applications. These traits make the SOA become the leading solution for information integration.Through careful analyzing of the SOA theoretical model, the modules' functionality and service quality, this paper developes an SOA-based system application flow and modeling method. It also presents a design and implementation of PSMIS integrated platform which standardizes and simplifies the process of data collection.Firstly, the paper reviews the status quo of the development of SOA home and abroad, and gives a through analysis of SOA, including its implementation technology, web service architecture, XML data integration and information integration technology. Besides it also studies the application of work flow technique in business modeling.Then, the paper gives an analysis of the main function, present status and existing problems of PSMIS in detail. It points out the necessity of the integration of business functions, and the feasibility of its implementation. With reference to the requirement analysis, the paper proposes one integral scheme based on SOA by studing of work flow to realize business modeling on the SOA platform, web service and XML.Finally, through the implementation of the PSMIS integration platform based on SOA, the viewpoint has been verified in the paper.
