An increasingly large number of people begin to take advantage of the platform of Internet to express their opinions and release their emotions with the popularization of Internet. The influence of online public opinion begins to grow and online public opinion have become an important means of civilian expression. Both of them have become inextricably intermixed.First, this thesis discusses the civilian expression foundation of Chinese online public opinion by way of analyzing the component, characteristics and inclination of netizen based on the previous research. Followed is the research of the form and depth of the civilian expression showing on the online public opinion through the analysis of irrational and rational civilian expression of online public opinion in China. Last, the openness and limitations of online public opinion, and in particular their impact to public expressions are eventually studied in the thesis.The tentative conclusion of this thesis is as follows: firstly, internet plays a vital role in political democratization in contemporary China while its impact is restrained and limited; secondly, online public opinion have become important means of civilian expressions and have tangible impact on public events. Finally, for their irrational characteristics, its rational traits will become more conspicuous with the improvement of qualities and awareness of citizens.
