Research On The Establishment And Implementation Government Competitive Intelligence System

Based on theoretic contents and practical experiences of constructing Chinese enterprise competitive intelligence system , this paper studies systematically and comprehensively construction and implementation of government competitive intelligence system in China. At the beginning, the author introduces the situations of government competitive intelligence system Following the author points out that it is very important to construct competitive intelligence system in Chinese governments, and describes organization mode and the basic framework of government competitive intelligence system; then depending on the implementation analysis of competitive intelligence collection subsystem, competitive intelligence analysis subsystem, competitive intelligence service subsystem and Counter competitive intelligence system, the author studies the implementation of government competitive intelligence system; at last, according to normal management, security management, people management and capability estimation the author discusses the implementation management of the system. The paper uses literature investigation, network investigation, spot investigation, demonstration discussion and contrast discussion to study this paper, and successfully makes some achievements of enterprise competitive intelligence system add to this paper by contrasting governments with enterprises. Therefore, the paper has its theoretic significance and practical valuation.
