The concept of media literacy was first bora in the United Kingdom in the early of 20th century. It refers to the ability of choosing, understanding, questioning, creating and producing when people face all kinds of information, as well as the capacity of using media for personal and social development services. Media literacy builds an understanding of the role of media in society as well as essential skill of inquiry and self-expression necessary for citizens of a democracy. With the widely extension of the new media such as multimedia computer and internet, media play a more and more important role in the people's life. The American scholar James Potter pointed in his book that the media literacy is just like weather for people. Its influence is inevitably. No matter how advanced the weather bureau is, it is impossible to control the change of weather. But the individual can effectively control the impact of climate. How to control? Depend on the media literacy. Media literacy is one of the core qualities that people must have in modern era of information explosion.Nowadays many countries, especially development nations, such as Canada, the United Kingdom, the United States, Australia, France, Germany, Norway, Finland, Sweden and other countries have gradually incorporated the media literacy into the whole formal education, or added it in primary and secondary schools. Now, these countries have formatted the media literacy education system, which is in order to understand the media, criticism and review, the main form of participation in the media. According to the actual situation in different countries have different emphases.But in our country, we just recognize media literacy. China's media education research is still in its early stages. In recent years, the Internet media caused many social problems, in mass media and educational technology field, some scholars begin to pay attention to media literacy education, but the depth and breadth of the study urgently need to be deepened. We need to use the experiences of those countries as a source of reference.. Most of research on media literacy in our country involves the study of foreign-related issues. But the documents which devoted to foreign media education are relatively insufficient and the content is mainly about the introduction and description. It is a one-sided and fragmented state, and exist a lot of duplication.The thesis is to discuss the past and the present of the theories about media literacy. Through the introduction, this paper uses literature review to point out the significance of the topic. The first part of the thesis sort out the object of study and to define and state the thesis research framework. Through retrospective of the birth of media literacy these countries and regions, and the historical background of the research, as well as an overview of the development of media literacy education course. Then this paper is to review the theory and thinking in the history that have important impact on media literacy education. Then the content is about the analysis and comparison of the media education curriculum, teaching materials and teachers. The last part of this paper sums up the experience and issues in the developed countries and regional, which will be significant to promote our country's media literacy education research and practice.The study uses many researching methods such as literacy study, content analysis, induction, comparative study and so on.
