Currently, we are still in the situation of many miner disasters and low-level safety in production. It is very worrying that the small and medium-sized township coal mines and private coal mines have lagging equipments and lack of a complete set of safe production management system and safety awareness. Therefore, a suit of underground mine personnel orientation and management system oriented to these coal mines is badly needed and it has become a hot topic in domestic coal industry.Concerning the current situation of safe production management and functional requirements of Chinese small and medium-sized coal mines, a study combined with"underground coal mines safety monitoring and wireless positioning system"of key scientific and technological project of Hunan province is made in this paper. And a set of underground mine personnel orientation and management software system for host-computer is developed. That mainly relates to the following aspects: The demand of underground mine personnel orientation and management software system is analyzed deeply. On this basis, the overall design of the system has been accomplished. After the research on the R&D methods and procedures of small and medium-sized databases, the data flow diagram, ER diagram and database table for the underground mine personnel orientation and management software System are built. And the design of database systems is completed and researched. The communication protocols of underground monitoring network is researched and designed. The Information platform for SMS alert of the system which is based on the GSM has been planed and the SMS module interface design has been finished. In accordance with the development path of software engineering, the procedural designing ideas of three key parts are studied such as location management for coal mine, environmental data processing and alarm information processing. All of the function modules of the specific method has been finished and the relational implementation method has been introduced including monitoring information inquiry, attendance checking, print etc.In the process of on-line debug in the lab, a great deal of the work has been done like testing the function and data of the system. The experimental operation of the system shows that this system has gotten the target. The project which is the sub-topic of the whole issue was given relatively high appraisals in the process of project acceptance. So it indicates that the system designed in this text is good performance, easy-to-use, practical-application and low-cost. It has popularizing significance and utility value.
