The system of textbook publishing is an important component of the textbook system,whose major function is to restrict textbook publishing activities effectively,to ensure the conduction of textbook publishing activities in orderly and efficiently.The system of textbook publishing in primary and middle schools is related to the quality of textbooks and the economic benefits of the primary and middle school textbook publishers,it also determines the implementation of social and economic benefits of the primary and middle school publishers directly.This study focused on the safeguard that the system of textbook publishing to the textbook quality,based on the thinkings of the influences that the existed questions of the system of textbook publishing in primary and middle schools in our country to the textbook quality,these thinkings focused on the theoretical and practical aspects:at the theoretical level,the system of textbook publishing is lack of theoretical content and its theoretical system is inadequate;at the practical level,many problems have emerged in the primary and middle school textbook publishing activities with its development,but the current system of textbook publishing could not restrict and solve these questions effectively,so the system of textbook publishing need to be updated.Against the existed problems,this study started its contents from both theoretical and practical dimensions correspondingly around the safeguard that the system of textbook publishing to the textbook quality.At the theoretical level,it explained the basic issues of the system of textbook publishing from the perspective of ontology to provide theoretical perspective and framework for studying and analyzing the system of textbook publishing in our country and foreign countries;at the practical level,it suggested the specific recommendations to existed questions in our textbook publishing activities that influenced the textbook quality to provide useful references and basis aimed at the solution of these questions. On these issues,first of all,this study explained the basic theoretical questions of the system of textbook publishing in our country from the perspective of ontology,mainly discussed the conception of the system of textbook publishing,the essence of the system of textbook publishing,the characteristics of the system of textbook publishing and the function of the system of textbook publishing,the first part is all this.The second part based on the discussion of the conception of the system of textbook publishing,studied the evolution of the system of textbook publishing in primary and middle schools in our country from the historical perspective,studied the current conditions of the system of textbook publishing in our country thruogh rules,ideas and vectors of the system of textbook publishing and also analyzed the mian existed questions of the system of textbook publishing in primary and middle schools in our country that influenced the textbook quality.The third part consisted mainly of introduction to the profile of the system of textbook publishing in primary and middle schools in Japan,the United Kingdom and the United States,and summarized the characteristics of their publishing system and the inspiration to the system of textbook publishing in our country.The last part of this study based on the former explainations,provided suggestions for the construction of the system of textbook publishing in primary and middle schools in our country from perfecting the system of textbook publishing and sounding the content of the system of textbook publishing,these suggestions aimed at forming comprehensive and multi-level quality assurance system of the textbook.From the macro level,these proposals included that the content of the system of textbook publishing should be both in science and in rationality,should ensure the realization of genuine competition in the market and also should straighten out the relationship between market and government;from the micro level,these proposals included planing the work of compiling textbook reasonably,arranging the work of after-sales service scientificly,fixing up the work of issuing textbook creatively.In short,the first purpose of our system of textbook publishing in primary and middle schools is to achieve social benefits which is also to ensure the quality of textbooks,the achievement of ecnomic benefits of textbook publishers is based on this. The above is the principles and premises that must be followed to build and improve any system of textbook publishing.The ideal system of textbook publishing in primary and middle schools is to achieve economic and social benefits in a win-win situation.
