The meaning of digital textbook is not only the electronic version of paper textbook,but also a series of digital textbook products developed based on paper textbook.This research focuses on the industrial chain of digital textbook publishing for primary and secondary schools in China.In order to further optimize the primary and secondary school digital textbook industry,stimulate the innovation of the education industry,and ultimately promote the development of educational informatization,this research conducts a systematic study of the current primary and secondary school digital textbook publishing industrial chain.This research is based on the division and cooperation in the industrial chain.Firstly,the research policy,technology,industry application background,and the condition of related industry are studied and summarized.Then basing on the analysis framework for the digital publishing industrial chain,which is proposed by Associate Professor Zeng of Sichuan University,the elements of industrial chain running effects,including enterprise correlation,industrial convergence,resource integration,and value increment,are in-depth studied.Then,dilemmas in these aspects facing the industry chain have been identified.Afterwards,combined with the analysis of an example of case from these perspectives,the problems found earlier are confirmed,and the merits of the successful case is studied.Difficulties that digital textbook industrial chain is facing are found out,and some measures are put forward to optimize the industrial ecology of digital textbook for primary and secondary schools from the perspective of the constituent elements of the industrial chain.Finally,the problems are sort out and measures are proposed to optimize the industrial ecology of digital teaching materials from the four perspective of operation effect and policy development of the industrial chain.The research in this paper finds that there are still some problems in the industrial chain of digital textbooks publishing for primary and secondary schools.From the perspective of the industrial environment,the standard systemization of the of digital textbooks has not been finished,and there is a lack of targeted copyright protection schemes.At the same time,there are also imbalanced market demand and potential threats of education inequity.From the perspective of enterprise correlation,although there are various forms of cooperation between enterprises in every link of the industrial chain,most of them are still project-based,which leads to the lack of platform.From the perspective of industrial convergence,how to open the online education market and move from the on-campus market to the off-campus education market is a big challenge.From the perspective of resource integration,things could be better in the exploration of content resources,technical resources and channel resources.Finally,from the perspective of value increment,the solution of unclear profit model of current digital textbook industry is also one of the key points to promote the development of the entire industrial chain.Consequently,a more detailed solution is proposed,which optimizes the four dimensions of operational effectiveness analysis and policy development one by one.As for the optimization measures,the education administration is called on to establish and improve the whole process management mechanism of the industrial chain,and form a closed loop of supervision and management from the aspects of designing,review,pricing and copyright protection.Looking forward to the future,primary and secondary school digital textbooks will further be developed towards specialization and scientization,and will be continuously improved in content arrangement and function design to be closer to the requirements of textbook management and teaching application.In product research and development,high-tech applications such as artificial intelligence technology,block chain technology,virtual reality and augmented reality will be introduced as normalized application.This research proposes that,in terms of enterprise association,it is necessary to strengthen the business cooperation of various enterprises in the industrial chain and establish a digital textbook industry alliance;in terms of industrial integration,it is recommended to promote the diversification of product forms and tap the school education market;in terms of resource integration,attention needs to be paid to Integration of content and technical resources,product development for the individual needs of teachers and students;in terms of value added,it is recommended to enrich marketing channels and expand the profit model of digital textbooks.In addition,based on the shortcomings of the current industry management,this research also proposes to improve the full-process management including technique,content review,copyright protection and interest distribution to promote the digital textbook industry in primary and secondary schools from a political way.Only the synergy of various elements can play a practical role in future industrial applications.Due to the lack of data obtained in the previous literature and current situation investigation,the disadvantage of this research is the lack of quantitative analysis.In addition,the potential threat of educational inequity accompanying the development of the digital textbook industry still have a long way to be explored.These problems will be discussed in future research.
