Research On The Sustaining Evaluation

Evaluation is one of the most common phenomenons in human life. It is a regular and critical awareness activity. Evaluation and decision-making are closely related. Comprehensive evaluation is the prerequisite for a decision-making problem which has several options. Correct decisions are resulted from scientific evaluations. In this sense, no evaluation, no decision-making. Since the rapid development of the economic in the modern world, problems encountered by people have become more and more large-scale and complex, and at the same time, available solutions and technologies are increasingly sophisticated and varied. Under such circumstances, research on decision-making process and evaluation are must of great value and significance.On the other hand, informatization is one of the most important issues that can never be neglected by all organizations, especially in the process of industrialization and modernization for China. Therefore, the application of information technology in the research and practice of evaluation is the trend of the times, and will bring great progress and leaps.This article focuses on the research of system evaluation under the circumstance that information technology is developing quickly and being used widely. Started from a former project for the Science and Technology Commission of Beijing Municipality (STCBM), this article can analysis the characteristics of the evaluation involved in the project, based on which, the concept of the Sustaining Evaluation is raised, and a series of related research which is a combination of theory and practice is made including research on the conception and available methods and tools which can support the Sustaining Evaluation.In this article, the definition of the Sustaining Evaluation is firstly summarized and explained through a research on the project of the STCBM. Then, the characteristics of the Sustaining Evaluation are studied, and also some related or similar concepts and various traditional forms of evaluation. On the basis of all of these researches, the special functional requirements of the Sustaining Evaluation can be raised and we can see that it is very exigent to bring forward a new proposal to realize the Sustaining Evaluation. The process of the Sustaining Evaluation and the various methods in the process is then studied because it must have corresponding methods in every step in the evaluation. Also we need to use information technology in the Sustaining Evaluation to meet its various requirements, and there's a research on the tool in the article. A Public Evaluation Website using Analytic Hierarchy Process and information technology is proposed. A detailed system design is carried out following ideas of software engineering and service-oriented architecture, and some most basic work in the system development is completed using the Cordys BCP.
