The development trend of telecommunication is network convergence and service convergence. With the convergence ability of voice, data and multi-media, abundant service support ability, various access sustain ability, the NGN network based on Softswitch becomes public telecommunication network development orientation. As a special network for electric power company, electric power communication network has the same technology characters as public network. It faces new challenges in network build and service support. By adopting Softswitch technology, building a electric power communication broad band integrated network converging data, voice and video, it will be established a good base for advancing electric industry communication level.First, the article researches Softswitch system topology structure, protocol and function, and investigates the development and application of Softswitch in telecommunication field in world. Then, it analyzes the actuality and problem of electric power communication, and the feasibility of introducing Softswitch in electric power communication. Last, it discusses when to adopting Softswitch and in which lay to adopting Softswitch. Because of the quality of Softswitch lies on the quality of carrier network, the article analyzes the carrier network indexes and strategies pledging QoS, and advances the carrier network build plan. For developing the network smoothly, it discusses the detailed disposition of Softswitch in electric power system, discusses two configuring schemes in different period of network construction, and introduces the network construction scheme adopted Siemens Softswitch device in zhejiang electric power electric communication, and analyzes problems that should be thought of in Softswitch network construction.
