With the growing requirements of transmission services of the electric power information, the structure of the Electric power scheduling (EPS) communication network become more and more complicated, so EPS communication network must be upgraded. By realizing basic call control function through software, softswitch technique separates call control function from media gateway. Consequently, by introducing softswitch technique to the EPS communication, it’s possible to interwork different networks in electric power communication, to integrate the EPS communication network and the management information network, to unify networks of different media, and to realize real-time and intelligential network management. Thus the need of electric power intelligential scheduling can be satisfied.Based on a provincial electric power scheduling system, the principles and the applications of the softswitch technique are deeply studied in this thesis, which includes the following sections:1) The principles of softswitch technique including function structure, network architecture, primary protocols, Qos and security are introduced.2) Based on analyzing the current situation of the provincial EPS switching network, the network of a provincial power scheduling softswitch system is intensively studied. Regarding provincial level-1junction center and city level-2junction center as the key research objects, the network structure of the scheduling soft switching network is hierarchically designed. The structure includes softswitch controller layer, softswitch business layer, softswitch transport layer, softswitch access layer and scheduling desk. Then the numbering principles of softswitch are presented. In addition, the characteristics of softswitch system are also analyzed, and its functions and the transactions relying on it are summarized. Finally a detailed introduction of how to operate and configure the softswitch system is given.3) Design of the emergency command soft exchange multimedia scheduling communication scheme which includes requirement analysis, implementability of the scheme and design and implementation of the scheme is researched. Moreover, the features of realizing multimedia scheduling communication through softswitch technique are described.4) Failure analysis and treatment of the softswitch system are demonstrated from both software and hardware aspects, including failure analysis and treatment of WM5000SureManager, SW9100core platform, MR4000Audio and video server, etc.
