In order to improve the situation of inefficient share of information among Air Traffic Management Bureau, airport and Airline Company, to provide an integrated information service for the public, the Civil Aviation Administration and Civil Aviation Enterprise has become a top priority. Information integration technology, enterprise service bus and SOA are the key technologies of building the Civil Aviation information platform, so the research of them is of great significance.But the existing data integration technology is not adequate to meet the requirement of civil aviation. Its inefficiencies mainly display in the following aspects: poor in the performance of the Civil Aviation of business data and poor in the real-time data exchange. In allusion to the problems above, this paper bring forward a solution of Civil Aviation data integration based on data exchange platform. In detail, our solution is: to reunify the Civil Aviation business data via the establishment of standards for data exchange; to realize the data conversion between the units of Civil Aviation via data conversion components of data exchange platform; and to enhance the real-time of data exchange via the service scheduling component.Firstly, we bring forward the architecture of service-oriented data integration and build a data exchange platform for the communication of the integrated data to improve the traditional data integration that is tightly coupled and lacking in support of common standards. Secondly, we design the architecture of the platform based on ESB. In detail, we study the data exchange platform models and rules. Thirdly, we realize data conversion components and real-time dispatching components of the platform. Finally, we apply it to the Civil Aviation information platform data integration, which efficiently integrates the information among Civil Aviation, airport and Airline Company. Our practice reveals that, one can achieve scalable data integration without any change to the existing systems through our method.
