With the development of computer networks and information technology, the data is increasingly becoming a valuable resource, and the construction and improvement of data platform have become more and more important. The information process is relatively slow, due to the the mass capacity, high quality and high security of data in the field of civil aviation. Many civil aviation units have established different systems, platforms, and data sources, so that there are difficulties in information exchange between systems, restricting the development and integration of the entire industry. In this paper, combined with "civil aviation system wide information management platform" project, based on SOA architecture JBoss ESB technology, a civil aviation information service bus is proposed, and a number of related issues, including the allocation problem of switching center location and exchange task scheduling problem, are proposed and solved.The construction of civil aviation share exchange platform is based on the domestic and international demand of SWIM. Combined with service-oriented architecture design, this paper propose a three-tier architecture for information exchange services, namely, data interface layer, message service bus layer and application layer. This paper uses the message bus technology, messaging middleware, WEB service technology and XML technology to achieve the platform.The allocation problem of aviation data center location is a process of selecting the appropriate location as a clearinghouse in the existing aviation units(including airlines, air traffic control units, airports, etc.) to exchange the entire civil aviation network construction for hierarchical network topology. In this paper, considering the actual situation of civil aviation data sharing and all constraints and load balancing, a civil aviation data center location model is proposed and solved by hybrid scatter search algorithm, with a minimum total cost as the objective function.In order to support the transmission of huge amount data on this platform, efficient task scheduling algorithms and models are required. In this paper, a novel task scheduling model to fulfill the data exchange on this platform is proposed. This model is then formulated into a Steiner tree problem with delay and bandwidth constraints. An improved genetic algorithm is also proposed to solve the constrained Steiner tree problem. Comprehensive simulation results are presented towards the validation of the model and the algorithm.
