Many e-government systems have developed with the growing web sites established by governments at all levels. Those systems have covered all aspects of life such as society, politics and economy and have built up lots of useful databases. But due to the limitation of network conditions, investment and computer capability, many of those systems has a problem called 'information isolation', which means it's hard to exchange data sub-system to sub-system.This paper describes a solution to the problem mentioned before, a universal data exchange platform, which is developed by the author at the Qware(Zhejiang university) corporation.It is an open-structural platform, integrating many mature and efficient exchange of middleware software to ensure the stability and efficiency. It provides a B/S interface for the overall system configuration and management. With full support of the hardware environment, it achieves the integration of information (II) to eliminate information isolation, providing a solution to the data exchange problems between all levels. It makes the whole system efficiency and safety.It uses XML and XML-based database frequently, which meets the basic needs of the modern e-government systems.This platform is not only for information exchange, but also for data analyzing, it accumulates data while exchange, providing some basic data analysis (data warehousing and business intelligence analysis).
