Along with the competition brought up by communication industrial regrouping and the rapid development of new technology and business in resent years, communication corporations worldwide are seeking for the new breakthrough during the reform to continuously accelerate the pace of transformation. As the traditional communication operator in fixed network, Jilin Netcom is also facing the unprecedented challenges, not only about the competition of business transformation, but more importantly, the competition of talents. Combining the practical situation of education and training to its employees, the Jilin Province Netcom Corporation develops the human recourses management system (known as HRMIS), which is suit for the current condition, and gradually sets up the provincial training information platform of Jilin Netcom. The purpose for developing the system is to achieve the dynamism of training management data, the accuracy of data analysis, and the standardization of training management.First, this thesis briefly summarizes the development history of information and human recourse management system. Considering the practical training situation of employees in Jilin Netcom, it elaborates the background of project development. To briefly illustrating the shortages in present management of employee training which mainly exemplified by the numerous statistics of training data and analysis, it reveals current problems such as the limitations of management tools, lack of compartment of training data and information feedback, and the narrow range of training recourses sharing.On the basis of current condition, the thesis illustrates the operating ambient of the selected system. The programming environment of this system adapts Visual Basic6.0 as its developing tool, which is the most common object-oriented application development tool of Microsoft Corporation characterized by easy learning and easy using. Visual Basic provides numerous controls, which can be used to design interface and realize various functions. These controls not only decrease the workload of the programmer, but also simplify the procedure of interface design, thus effectively enhance the operational efficiency and dependability of the applicable program. Therefore, to achieve this system, VB is a better choice.As a excellent tool of database application, Visual Basic 6.0 totally support the object-oriented development. It has many kinds of data base interface, which are easy to connect the various data poll. The programmer can easily find and update the data in back-end data pool without any SQL language.Visual Basic 6.0 mainly has these features below:(1) High developing efficiency and low cost.(2) It is an object-oriented tool with reusable code. The database application program developed by it is easy to maintain.(3) It specially supports the application development of database, which is especially suitable for the development of information system.(4) It has affluent objects and control functions, providing the developer with friendly user interface and conveniences to format application software.In the part of analysis on system demand, this thesis gradually states the system demand on information system, management system, and training management system of employees of Jilin Netcom. An illustration of the system demand is to set up training information platform and develop training management software, aiming for the highest efficiency of training management and the biggest sharing of training recourses. This platform is mainly divided into two parts: assistant software of training management and platform of recourses sharing. As a tool to make training statistics and analyze management, the assistant software of training management integrates the management of training course, internal trainer of the corporation, and external trainer, establishing person files for about 300 expert-like talents in Jilin Province. The sharing of training resources is to get help from internal network recourses of Jilin Netcom and realize provincial sharing of current materials such as training courseware, application manual, and video, audio, and text information, aiming for achieving the biggest sharing of training recourses.This part finally transfers the functional demand from output, input, handle, and man-machine conversation and the non-functional demands from function, recourse and environment, dependability, user interface, and the maintainability of the system.There are three steps included in the part of system analysis and preliminary design. First, it sets up a modular of systematical functions, and introduces the various functional modular on by one. Second, it introduces the fundamental functions of various modular in the system on the basis of system flow. Last, it argues that to develop any application project we must be sure of the database structure, including management system and table structure of the database that used. The table structure of the database is the foundation to build the data windows. In this system, we need to establish a database structure, create the database of employee training management system with the name of mang.mdb in MS ACCESS 2000, and list the basic information table of employees, position information table, and checking data holding table.In the last part of this thesis about the detailed realizing section of the system, it introduces the tech feature, design of mam interface, and the mainly functional modular in the system one by one. In the integrated development environment of Visual Basic, finishing setting up the information system of training management does not mean the accomplishment of all the work. The current application can only operate in the integrated development environment. To escape from the integrated development environment of Visual Basic, we should compile the information procedure of employee training management and generating files of .exe or other kinds, then using package and deployment wizard to set up the installation program.
