With the progress of modern communication technology, mobile communication systems have made great developments in recent years. On the one hand, in the intense market competition situation, the capacity of Chinese mobile communication system showed the rapid development, the system is toward the direction of the development of large-capacity, wide coverage and high quality. On the other hand, the system is also developing in the direction of data, intelligence and multimedia. With the implementation of the third-generation mobile communication and the integration of mobile communications and Internet, the wireless data transfer rate will reach 2Mb/s in the future; and human society is moving forward to the mobile information age.The third-generation mobile communication system is a new system which can supply a variety of business types with high quality, and can achieve seamless coverage of global communication. With the characteristics of global roaming and carrying on any kind of communication at anytime, anywhere using small portable terminals, the system has become the further direction of development after the conversion from analogue to digital. With the establishment of 3G standards and related technologies continue to mature, the communications company also started building a network to prepare a smooth transition to an unprecedented situation for personnel and technical reserves, and the status of network research, with a view to more economical means of building a higher standard of 3G networks.As the 3G standard with the independent intellectual property rights of China, TD-SCDMA attracts a large number of users'and operators'attention depending on its advanced technology features and colorful business category. In order to get a head start in 3G mobile communications, China Mobile Communications Co. Ltd is actively preparing for TD-SCDMA network construction. Wireless network planning and construction of communication networks is the most important and most complex part of the mobile communications company of Changchun communications network is in the 2.5-generation GSM / GPRS to the third-generation network technology evolution, the building belongs to China's independent intellectual property rights The 3G network is an inevitable trend of development. The main topics of this paper is on how to build a high-quality TD-SCDMA wireless network, so that meets the future of mobile communication for data and voice needs of businesses while cost savings. Based on the developing prediction of mobile communications in Changchun and the analysis of the disseminating environment in city wireless, this article carried out a series of job for the specific capacity estimate, the coverage of indentified sites and the number of base stations which based on TD-SCDMA technology using the theoretical method of calculation. After the theoretical results obtained, this paper also carried on the research of computer simulations using the network planning software to study the design system on the coverage in geographic information system, pilot interference and quality of service situation, and then optimized and amended the results of planning, finally obtained the construction programs of TD-SCDMA wireless network of mobile communications division in Changchun.The Conclusion of the theoretical calculation in this paper is that there are 732 TD-SCDMA base stations to meet the operational requirements of the call and data in the urban areas of 763.89 square kilometers. From the conclusions of the simulation the number of base stations and their distribution sites satisfied the actual requirements of the project. From the simulation results it can be seen on the cover to meet the design targets that the area where PCCPCH RSCP>-95dBm is to reach 96.35%. There is total 99.89 percent of the regional planning area where PCCPCH SIR is greater than 6dB. Distribution of the best cell coverage is reasonable; the basic non-skip zone cover and so on exceptionally covers the situation. Business coverage, CS64K business covered from top to bottom line more than 95% probability in the region is greater than 85% (marginal coverage probability); network load, the load indicators from top to bottom line meets the required standard. At the same time, according to Monte Carlo simulation results, in accordance with the current settings of the user distribution and business model, the Changchun municipal government access to a variety of business overall success rate of higher than 99%. The rate of dropped call meets the requirements, points-based allocation meet the business needs of the capacity of entire network. The simulation of the overall network performance is nice which meets the basic TD-SCDMA network target.This article optimizes the configuration of a wireless network in Changchun future development of the initial concept from the coverage, capacity and quality of the three aspects of network resources. Through the TD-SCDMA network planning, in building the conditions of limited financial resources effectively to enhance the effectiveness of network operators, has been detailed plan for network construction and network settings of the relevant parameters for the rapid deployment of TD-SCDMA network to prepare, at the same time, but also on the wireless network coverage area and quality of less than forecast, after running for network optimization and guidance provide the basis for, as well as further condition for decision-making of the project construction.
