At the present time, informationalization is one of the most important issues that can not be neglected by any organizations. It becomes faster and faster for both working and living, and the population becomes larger and larger, all of these force all kinds of organizations to promote their efficiency and use their resource better so that they can finish their job perfectly under increasingly competition and consensus pressure. Like a commercial company, the government face the same problem too. As a public-service organization, government is also supposed to make it operate more efficiently and scientifically and informationalization is just what they need.Under the goal of help improving the decision process of technology investigation, a scientific web-based platform and a proper work procedure are supposed to be established in this project. Advanced evaluation technology, forecasting technology and IT are used here. By the result of the project the decision will be more correct and reliable, and the decision process will be more efficient.By this consideration, a detailed analysis has been made to the web-based decision support system for technology planning (DSSFTP). And based on that, a physical system of DSSFTP for technology-comprehensive-evaluation was developed, and a subsystem called Roadmap for forecasting was also established. Classical procedure of MIS development was used to build the function model, data flow model, system structure model, data structure and human-computer interface. And while developing the subsystem, there is a combination between traditional web-based MIS developing technique and a new kind of software named Cordys BCP, so that the function is extended.After several years'research, this time ANP method (Analytic network process) was brought in for comprehensive-evaluation. AHP (Analytic Hierarchy Process) and Roadmapping was also used. In order to establish an effective and efficient system, SOA was implemented in the programming. At the same time, Delphi Method was used to organize the whole evaluation process.There are two key points in this research, first is implementing those methods listed above properly, second is combining the web-developing process and work -procedure designing process. By doing this, the information volume and information utilization will be improved significant. That's the way to get a better decision.
