Along with the development of GSM (Global System for Mobile communications) mobile telecommunication network, the existing network takes in more and more traffic load, network block occurred more often, in the other hand operators induce their invest year by year. Due to the interference, in the area with intensive traffic the frequency resource is still insufficient after adopting the frequency multiplexing methods such as cell splitting, band expanding etc. This disadvantage must be resolved by means innovation of systematically network optimization, In order to fully utilize existing network equipment, resource and capacity experts from CHINA Unicom HLJ Branch select some representational area for the test of half-rate voice encode technology in GSM system ,research and analyze the effective degree from the application of half-rate in network capacity and radio feature figures and speech quality. The experiment having sufficient practical worth for the existing network.Half-rate technology is a technique standard in GSM phase2. Half-rate means one full-rate channel used as 2 half-rate channels& supply service for 2 subscriber while the speech transfer rate will drop to 1/2 , result in the tone quality will be effected , the key in half-rate application is to find the balance between capacity and speech quality.In this paper common principles of GSM and network optimization are introduced firstly, base on the theory explain the key works and steps and attentions of wireless network optimization, and then focused on half-rate theory and practical methods, explore new means to resolve regular wireless network problems such as traffic overflow, network block by experiment research and data analysis, finally present the conclusion and the direction suggestion in half-rate technology application.
