With the rapid development of mobile communications business, the number ofend-users is shooting, and the traffic of the network is soaring along with it. As aresult of the uneven distribution of end-users, the distribution of traffic increase innetwork is not equal. Comparing single base stations,we find that the traffic load ofsome base stations increases quickly, while the load of some others increases slowly.The capacity of base station is determined by the configuration of hardware andsoftware; therefore, it remains relatively stable and unchangeable. Hence, in order tomeet the increasing needs of end-users and avoid the network congestion, it is quitenecessary to expand the capacity of the network continuously so as to make sure thatthe utilization rate of single base station in the network and the traffic of each line arekept in the designed value. Half rate is one of the most essential ways to expand thecapacity. This paper mainly focuses on the research of the dynamic adjustmentmechanism of half rate threshold value in the GSM mobile communications: how toachieve the strategy of rational threshold value adjustment, and to evaluate theperformance of the adjustment mechanism of half rate threshold value throughmonitoring the real base stations and wireless districts and collecting the index andstatistics of the performance of the network. The research work is as follows:Firstly, this paper elaborates on the present research on the key technology ofGSM mobile communications relevant to half rate, presents a brief introduction ofhalf rate technology in GSM mobile communications which consists of the basicdefinition of half rate technology,a comparative analysis of half rate and full rate, ananalysis of the coding characteristic of half rate, and the application regulations ofhalf rate, and finally draws a conclusion on a variety of typical traffic models relevantto half rate.In the next part of the paper, an analysis and research on the dynamic adjustmentmechanism of half rate threshold value in wireless districts are conducted. It pointsout the weaknesses of traditional hand-operated adjustment mechanism of half rate,and explains briefly the objective of the dynamic adjustment of half rate thresholdvalue. After a discussion and research on the calculation method of half rate thresholdvalue in wireless networks, it highlights the way to adjust the half rate threshold valuedynamically, and last but not least, addresses the strengths of this dynamic adjustmentmechanism.On the basis of the adjustment method of half rate threshold value that researched and developed, this paper mainly elaborates on the working process of thehalf rate adjustment mechanism, designs and achieves an intelligent platform ofcontrol and explains its major functions.Finally, on the basis of the intelligent platform of control designed in this paper,we collected the real data and conducted an analysis of the overall properties of thenetwork after the intelligent platform of control is deployed, which includes theanalysis of the application of the platform of control, the utilization improvement ofthe big half rate in emergency, the drop call rate before and after the adoption of halfrate automatic adjustment mechanism, the improvement of the congestion ofSDCCH/TCH and timeslot interference before and after the half rate automaticadjustment mechanism is deployed, and a comparative analysis of more than30%ofthe data collected at19o’clock (rush hour) and14o’clock (idler hour) in one weekbefore the utilization rate of half rate is tried. The experiment result shows that at thetime of saving cost, the intelligent platform of control designed in this paper can alsoupgrade dramatically the index of performance of wireless systems dramatically andimprove the traffic quality of the network.
