Mobile communication networks need to be constantly adjusted for adapting to changes in demand. The network optimization is to find out the factors influencing the quality of the networks, adjust the network configuration, maintain the networks in good states, so as to improve the network performances and upgrade the quality of services for users.Keeping GSM networks in fine running states depends on effective and efficient network optimization techniques. Network optimization can find out system problems, adjust system parameters and gradually improve the performance of the system through test and analysis. So the target system will be eventually close to optimal running states.This article carries out how to effectively optimize GSM networks about half-rate control rule induction, a traffic balance method of GSM networks based on the base station transmitting power and frequency planning and optimization system.The half-rate control scheme usually sets fixed control parameters to reduce congestion in cells. Adjustment of base station transmitting power changes the coverage areas of cells, regulates the traffic carried by cells, and balances traffic among adjacent cells. Frequency planning and optimization is for the purpose of reusing as much as possible the frequencies in the case of minimizing radio interference.This paper presents a mechanism of minute-granularity half-rate real-time control, which takes half-rate control rules to dynamically set the control parameters on the miniute-level time scale for each cell in network. We carry out research into inducing the control rules from the practical traffic data, i.e., total traffic, rate of half-rate traffic, the congestion rate, and the available channel number, by means of the decision tree algorithm.Traffic balancing based on adjusting of BTS transmitting power takes into account the coverage blind spots in cells, and calculates the amount of the adjusted transmitting power by the radio propagation model that is more in line with each cell's radio environments.The frequency planning and optimization system provides the such functions as data maintenance, information query, frequency optimization, frequency planning.We make use of the C# programming language, MapXtreme 2004 and SQL Server 2005 to develop the GSM half-rate control system, the frequency planning and optimization system, and the power-adjusting-based traffic balancing system. Application of these systems to live GSM networks verify their correctness and effectiveness.
