With the rapid development of the telecommunication technology and maturity of the third-generation mobile communication (3G) and WiMAX technology, the scale of telecom network is becoming much larger; the using frequency of telecom network is increasing; the management and maintenance of telecom network is becoming more important. Configuration Management is one of the five function modules in TMN, also it is foundation of other function modules. The performance of TMN depends closely on the design of the Configuration Management System.This thesis presents the concept of TMN (Telecommunication Management Network) and the problem in existence in network management system at the present time. It states briefly the necessity of the construct of Unified Element Management, and elicits architecture of Unified Element Management, and then brings up the design and implementation of Configuration Management in Unified Element Management. On the basis of the characteristics of WiMAX network, the thesis presents information model of Configuration Management that includes the physical configuration, wireless configuration. It designs and implements a distributed multi-level configuration management subsystem based on J2EE.J2EE is applied in the background based on TMN, Configuration Management comprises Management Application Function (MAF), Work Station Function (WSF) and Element Management Function (EMF). MAF is server and WSF is client. The unified interface F is designed for intercommunication between client and server, and the hierarchy module is used for constructing the multi-layers network management system. The XML technology is applies to achieve the graphical interface, so that the operation and maintenance of interface become easier. Configuration Management take full advantage of the Unified element management system platform (UEP) and Common application function (CAF), thereby minimizing the duplication of work, concentrating on their own work. The production of this thesis has been applied in WiMAX network management system in ZTE Company.
