A Petri Net Based Approach To Optimize And Appraise Government Process

The implement of E-Government project is not just directly transferring the work process of government into an information-based online system. That's because, due to historic factors or some purposive reasons, the present processes of government affairs are not fit for using an E-Government system. So they need to be integrated, restructured, and optimized to adapt to the E-Government system. Most present methods of optimizing processes are based on the optimizing processes of business, but it should be noticed that processes of government affairs have their own characteristics. So the optimizing processes of business are not suit well to the processes of government affairs. Although there are so many literatures on optimizing processes of government affairs, they are not showing how to optimize the processes step by step in detail. This paper chooses the optimal model of stochastic Petri-Net matrix, and connects this model with the characteristics of government affairs to present a new method to optimize processes and to implement it.Through theoretical analysis and case-specific qualitative and quantitative research methods, we optimize the government process and evaluate them. The main contents of the study are as follows:Firstly, we use the Petri nets to set up relevant government processes model, and then give the concrete steps based on a random basic Petri net. Secondly, draw in time changes in the original Petri net model and build MC (Markov chain) based on the time of the P/T nets. And we find a way to solve the insufficiency and unnecessary processes by using MC. then we get the utilization rate, the average mark, the average delay time as the basis for the evaluation process. Thirdly, the evaluation and optimization of the above-mentioned method has been applied to the government bidding process, to verify its applicability. Finally, we carry out summary of this article, introduce the main contents and put forward the direction where is room for improvement.Petri has a graphic description of the semantic precision, strong communication skills, and other features. We give the government optimization and evaluation based on Petri net. By this we can improve government efficiency and impartiality, also provide the theoretical and practical basis.
