Research On Government Process Model Based On Petri Nets

The integration, reorganization and optimizing of government process are involved in the construction of e-government, which need to understand the government process fully and correctly. The formalization of government process is necessary. We should abstract the government process by modeling. Nowadays, modeling methods of business process such as Flow Chart, Role-Activity Diagram, Petri nets are widely used in the business process modeling because they are intuitionistic and visual. However, in order to describe government process more exactly, the characteristics of government process should be considered, the improvement on existing process modeling methods are necessary.The theory and method of government process modeling is researched in this paper. First, the definition and the classification of the government process are proposed, and then the characteristic of the government process is analyzed emphatically. The essential factor of forming a government process is refined, also a meta model of government process is abstracted, the set definition of government process is given too, which establish the theory of government process modeling. The goal of government process modeling is proposed definitely, reappearance of the government process actually, reflecting the characteristics of government process fully and suitable for the simulation should be involved in a good government process model.Secondly we has carried on the comparison to the existing the methods and the tools of the process modeling and made the conclusion that the Petri net is more suitable for the government process modeling;In the foundation of the basic Petri net, we expand the Petri net in the aspect of object-oriented and level-model by integrating government process characteristic. Government process model based on the Petri net (GPM-PN) is proposed and the definition of GPM-PN is given, also the symbol expression and the modeling steps.Finally we establish the GPM-PN of Parallel Administrative Examination and Approval, which based on the GPM-PN models of Carbon-Copy, Backspace and Remind process given in advanced. The feasibility and practicability of GPM-PN modeling are validated by the example above.The GPM-PN model, based on mature theory of the Petri net, can reduce commendably the difficulty of the government business process modeling by introducing the encapsulation, the classifying as well as the inheritance mechanism that the object-oriented technology provides. The information of roles, time and files is embodied by describing the attribute ofobjects, which can reflect the actual process 0 GPM-PN extended the theory of process modeling, which also can be used in the fields of e-govemment system analyze and design, government business reengineering and government process simulation.
