With the further development of information technology and E-government, more and more basic theory requirements about E-government modeling and government process reengineering (GPR) are put forwarded, however, these basic theory research is still at the beginning in our country. Firstly, in this paper, beginning with the concept and characteristics of E-Government and its application models, the author proposes that the BPR theory, which has maturated in industry field, is applied to research public sectors process reengineering. Furthermore, the concept of GPR is put forwarded. Secondly, after the comparison of several modeling methods, Petri-net and workflow technology is presented as the modeling method for current E-government system. In addition, the concept of workflow Petri net is proposed. Thirdly, after analyzing the modeling example of an E-Government system, incidence matrix is used to validate the reliability of model. The discrete event system simulation method is adopted to simulate the E-Government system model based on the workflow Petri net. The simulation is used to analyze all kinds of factors, such as time, cost, and efficiency, which prove the reliability of GPR. According to an experimental example of E-Government system, time index is introduced to evaluate the model without and with the application of workflow petri net. Fourthly, the author uses DEA (Data Envelopment Analysis) as the evaluation method to study the performance evaluation of public sectors such as government from the view of public management. Using the method of cross-efficiency, the author presents sorting of effective decision making units (DMU). But this further research work is needed.Finally, the author takes an E-Government system (Beijing, Tianjin and Hebei province Audit Department Archive Management Workflow System) as an example, and describes the modeling, reliability analysis and development of model of practical system. The detailed module analysis and design is presented. What's more, the lotus script codes of archive management are presented as appendix.
