At present, the Internet technology's rapid development makes the network become a very free learning environment, the learners can acquire knowledge through it. In this context, the concept of E_learning rapidly popularizes and enjoys popular support. But there exists following problem in E_learning system commonly: knowledge organization and resource management confuses, that makes a lot of resources exist to disorder, there is not a fine structure of knowledge and teaching resources can not be reused and shared; the flexibility of testing capabilities is lack, and the differences in ability between the learner is not be taken into account in testing process, therefore the learners can not ascertains their concrete grasping degree of a knowledge network and adjust their learning strategies and learning focus,so it is unable to meet the needs of individual test.This paper applies ontology and metadata technology to resources organization in E_learning. The main research contents are as follows:(1) It studies the Ontology technology and introduces the concept of Ontology to the system, teaching resources are organized by knowledge ontology, such it can bring the advantage of knowledge network structure in E_learning system to play sufficiently and is helpful of realization of individuation learning and test conveniently.(2) According to need of resources sharing, the paper studies the metadata standards of description of educational resources and adopts DC-Education metadata to unified describe educational resources.(3) According to metadata and knowledge ontology that be building this paper makes semantic annotation for educational resources through the artificial way, mapping between ontology and educational resources has been implemented by metadata of annotation document.(4) In order to meet the individual test needs, this paper proposes a individual test model based on the knowledge ontology and attempts to choose questions through ontology and self-learner's metadata information, so that it will increases the flexibility of choice. (5) Reference to theories that is mentioned this paper proposes a frame model of E_learning system. Based on the model it develops a prototype system using the Java language.
