Along with the development of Semantic Web and ontology technology, ontology is widely applied into various domains. The study background of domain ontology is the knowledge resources of specific domain, by the way of formal ontology to organize the knowledge in some domain, constructing knowledge organization system based on ontology. Meanwhile, as a kind of modeling tool to describe concept model of information system on semantic and knowledge level, ontology is able to descibe the inherent relationship among conceopts, furthermore obtaining the implication relationship within concepts by logic reasoning, having strong expressive and reasoning ability. As a new knowledge organizing tool, ontology can effectively handle complete rate and accurate rate in knowledge retrieval and knowledge sharing and repeatedly using problem. But nowadays, ontology-based knowledge organization is only restricted in static knowledge and absolute knowledge. There are no solutions for the problems of knowledge’s trust and authority.Dynamic knowledge exists in every domain of semantic web. The author always meets this problem in a lot of project research. The current solutions in Semantic Web can not well deal with dynamic knowledge organization problem. As a result, the project team that author belongs to puts forward a new dynamic knowledge organizing tool:ontology molecule, which is inherent requirement of Semantic Web developing, and objectively need of actual project applications.Firstly, this paper discusses the theory of ontology molecule, and studies the abstract semantic concepts in ontology molecule and relationship among the concepts, and also puts forward the benefits of using the ontology molecule tool when solving dynamic knowledge problem. According to the theory of ontology molecule, this paper discusses the model of dynamic knowledge organization furtherly, and emphasizes the knowledge content in dynamic knowledge level, then studies the process of dynamic knowledge organization. After that, the author tells how to apply this model to settle actual problems. So the author designs the dynamic knowledge retrieval model based on ontology molecule, and introduces the key technology in dynamic knowledge retrieval process, including the design and development of ontology molecule base construting software, the selection of visual tools, and the usage of Lucene, etc. At last, the author applies the dynamic knowledge organization model into dynamic knowledge retrieval system in E-government domain, achieving perfect combination of three dynamic knolwedge organizing tools: metedata, ontology and ontology molecule. At the same time, this system can also realize the functions as fulltext retrieval based on metedata, archives relationship retrieval based on ontology and dynamic knowledge retrieval based on ontology molecule, which broaden the dynamic knowledge organization theory system, and supplys practical experience for implementing dynamic knowledge retrieval system.The innovative findings of this paper include:(1) It puts forward the dynamic knowledge organization model based on ontology molecule, which includes four layers: knowledge resource layer, metedata layer, static knowledge layer and dynamic knolwedge layer. All the layers are related with each other.(2) It puts forward the dynamic knowledge retrieval model based on ontology molecule, which includes five sections: knowledge acquisition, construction of ontology molecule base,users’query and results’feedback, search engine of Lucene and knowledge visualization. The model makes it possible to apply the dynamic knowledge organization model based on ontology molecule into actual dynamic knowledge retrieval projects, and solves the problem of providing dynamic knowledge for the users.。(3) It broadens the theory of ontology molecule. The paper defines the abstract semantic concepts, such as dimension, dimension container,the core of OM, the outer of OM, OM and Dgraph, and the relationship among those concepts.The most difficulty of the study in this paper lies in how to apply the dynamic knowledge organization model based on ontology molecule into actual projects according to specific requirement of specific domain.This paper is one of the scientific results of some research projects which include: (1) National Nature Science Foundation of China grants(70773087):"Research on Ontology Evolution and Knowledge Management of Digital Library".(2) State Archives Administration Science & Technology Project grant (2006-x-29):“Research on the Application of Knowledge Management Technology and Method in the Construction of Digital Archives”.
