With the rapid development and application of the computer and network, information system has influented the every trade. The flourishing E-government is a result of the development of it. Currently, the E-government becomes more and more widely. All levels have built its own government information systems. Some of them are professional systems, others are compositive managing information systems.This paper is based on the project of the Wei Bei Jail E-government information system, which researches and accomplishes the Wei Bei Jail E-government information system in detail . In this paper, the study by the E-government information system is based on the SOA architecture.This paper first introduced the domestic and international E-government development process, status, characteristics and the Jail system and the development of E-government status quo, and in this context by the Weibei Jail E-government information system requirements of the mandate and objectives. Then the Weibei Jail of E-government information systems facing the status quo, business related modules, the specific needs and the design and implementation of strategies, and the building of the Jail Weibei E-government information systems necessary infrastructure so described. Then, on the SOA-based architecture, that is service-oriented architecture. Including the choice of the main reasons for SOA architecture, SOA architecture model, the agreement hierarchical structure and core technology. SOA on the core technologies, including SOAP, WSDL, UDDI (Simple Object Access Protocol, Web services description language, unified description, discovery and integration), XML (Extensible Markup Language). In this paper, the item under discussion are all based on the realization of the SOA. This article choose SOA architecture to achieve the specific technology is J2EE + XML, the main consideration can be retained and the effective use of existing E-government information system applications and data information.
