With the rapid development and application of the computer and network, information system has influented the every trade. The flourishing E-Government is a result of the development of it. Currently, the e-government becomes more and more widely. All levels have built its own government systems. Some of them are professional systems, others are compositive managing systems.This paper is based on the project of the LongTan Jail E-Government, which researches and accomplishes the LongTan Jail E-Government in detail. The approach to realize the e-government have many different technical schemes, this paper adopts the technic, which is based on J2EE.The first, the paper analyses the progress, actuality of E-Government in China and characteristic of the LongTan Jail E-Government. The second, the paper analyses requirement of the LongTan Jail E-Government, then it presents the basic establishment of the LongTan Jail E-Government. The third, the paper presents the system structure and core technic of J2EE, the design pattern—MVC, the theory and the key points of the Struts (which is the best realize the MVC ideas). Then it brings forward the technical construction based on the J2EE and the scheme as a whole by introducing the demand analyze of the most modules and the characteristics of the LongTan Jail E-Government and J2EE. In the realization of system, the paper introduces the design as a whole of jail Affairs Center. And it makes a design in detail of one module, which is illustrated with the n-tiers of J2EE and Struts. It must incarnate the traits and advantages of the E-Government based on J2EE.The author aims to present a relatively integrated technical construction and business construction of the LongTan Jail E-Government.
