Research And Application Of Emergency Response Plan Ontology

Emergency response plan is the scientific plan and scheme made in advanced by government or enterprise to efficiently and effectively carry on the emergency succor, to abate the incident loss and is an important basis of emergency proceeding. China has constructed the system of Emergency response plan through two years'hard work. Emergency response plan has played an important role in the disaster prevention work, while it also exposed some problems, for example, "disunified standard", "poor operability", "lagging management". So it is necessary for a scientific model to guide the compilation of emergency response plan and regulate the construction of emergency response plan system. Efficient digitalization management system for emergency response plan is also needed. In lights of these problems, this paper does a lot of work, the main contributions are as follows:Firstly, this paper makes full use of the current relatively mature method to construct emergency response plan ontology model. This model is organized as the following: the upper ontology based on SUMO and the domain ontology for emergency response plan. This model formally describes the conceptions and the relationship between the conceptions in the domain of emergency response plan. On the basis of ontology model, this paper presents emergency response plan XML Schema, which is used to regulate the corresponding XML documents.Secondly, after careful research on classical organization model, this paper constructs SUMO-bsaed emergency response management team model aiming at the characteristics of the emergency response management team. This model not only puts up respective structure of government organization and emergency response management team, but also expresses the mapping relationship between government role and emergency response management team position. At the same time, it embodies the characteristics that the position in emergency response management team should be hold by corresponding role in government.Lastly, based on the XML Schema, emergency response plan digitalization management system is developed to storage, browse and query emergency response plans. The feature of system is the combination .NET and SQL Server 2005 to store and display emergency response plan XML documents. The realization of system has an important guiding significance for the development of large XML document digitalization management system.
