The level of E-government is the key of information in modern society of our country. It is able to impulse the informational development of social and enterprise. With the development of GIS and Internet, GIS is an important component of most E-Government systems,it has formed a specially research and application domain which GIS is applied in the electronic government affairs..E-Government is a synthesized information system, More and more information should be operated in different software and hardware and be published on web now. It is a critical requirement on GIS development that current GIS systems should be interactive, interoperable and data sharing .The Web Services-oriented application and integration of system will be the prevailing technologies for the use of Internet .The import of Web Services to GIS(GIS Web Services) field can solve the difficulties which GIS has encountered for some years in interoperating .And it is easy for GIS to be used and integrated in other systems, which should widen the application of GIS.The paper follows along with the main research routine of putting problem-analyzing current status-how to settle-implementation and validation ,and regards GIS Web Services as the join of Web Services and GIS .From the technology implementation viewer ,this paper focuses on how establish GIS Web Services, and how to integrate the government'systems.It proposes an integration model structure of E-Government systems based on GIS Web Services .Research details follow by:1.It discusses the theory of ComGIS,.NET and Web Services, and discusses the superiority of the E-government systems integration model structure based on Web Services.2. It discusses the character,establishment,issue and register,etc.3. It proposes an integration model structure of E-Government systems based on GIS Web Services.4. It designed a test system, and at the same time it has confirmed the model's feasibility.
