Web Services-based Soa In E-government Applications

With the continuous development of IT technology, enterprise informatization level increases constantly and the construction of enterprise application becomes more and more complicated. Competitive environment requires enterprise IT construction that on the one hand, make full use of the existing resources, and on the other hand, make flexible and immediate response on the change of the market.Service Oriented Architecture is a kind of design philosophy and rough-granularity loosely-coupled system architecture model. This architecture model can make enterprises systems prompt and efficient so that they can deploy business logic rapidly according to the change and the information system can become a kind of strategic resources. Web services is the current main implementation of SOA technology and it is that it's cooperation with SOA make the development of enterprises systems more efficient,reliable and high-caliber which can maximize the benefits from business changes .After the infrastructure construction and application system construction boom, the most serious problem E-government is confronted with is the information resources integration. If we used SOA for e-government system integration, then we can effectively solve the problems like"Information Island"and Gleichschaltung in electronic government affairs. To solve the problem of e-government system integration, we propose the solution based on Web Service and SOA.The paper has made a detailed introduction on the Web service and SOA technology principle and at the same time, researched on and summarized the Service -Oriented Analysis and Design method in-depth. And then start from actual problems, use Web Service and SOA to construct a new Service-Oriented,standard and open framework for E-government system integration. Then we take the online review and approval system for example; analyse and design the system framework with the service oriented analysis and design methods。When we design and realize the system based on SOA, we use open-source technology to accomplish the design and realization of basic services, business process arrangement and deployment and services integration with ESB so that we don't limited by specific technology of software vendors and can greatly reduce the risk of investment and cost of the system.This E-government integration solution based on SOA and Web Sevice,enhances the flexibility of the deployed system, avoids the trouble of re-building system or making big changes caused by business changes, and response to the business change rapidly. So it greatly improves the adaptability and agility of the system.
