With the rapid progress of e-business and Internet technology, a new concept named e-government has been emerged. The goal of e-government is use IT and Internet technology to improve the efficiency of the traditional government departments. At the same time, e-government can provide more convenient services to citizens and then enhance the communication between the government and all level of stratums so as to accelerate the reorganization and the democracy progress of the government, then ultimately lead to the modern service government.One-Stop e-government is the main direction of future e-government; the goal of the One-Stop e-government is to provide more convenient service via integrating all kinds of e-government services. Through this it can break the bulwark between various government departments and integrate them to provide an incorporate service to people, at the same time, it also improves the collaboration among Government Departments.The thesis investigates the advantage of web service and uses the mature technology in related e-business area, then combines the features of e-government system, at last construct a web service based e-government integrating model. We also discuss three key problems like service composition, security and multi-channel interface in the implementation of e-government system, and then bring out the framework of EGI platform and the prototype of the EGI scheme. At last, we also introduce the method and the steps of how to implement an EGI platform through a real application instance.E-government is a complex system that involves various aspects of society and economy. The thesis just brings an elementary exploration of this area. There are still many problems need to be solved.
