Currently, information commutation and cooperation between heterogeneous application systems have already focused on, and become a hot problem in the field of government process. Based on the widely-accepted internet standard protocol, web services can efficiently cooperate heterogeneous application system and provide better mechanism for solving e-government business process integration between different governments. However current web services lacks of the support of explicit semantics and fails to enable semantic representations e-government business process in a machine-understandable way. Semantic web makes information on the networks having their semantics. Thereby, the machine can understand and deal with the information. Therefore, combining the character of loose couple of web services with the semantic information provide by semantic web. We can match, find and invoke web services automatically, so as to build e-government business process integration efficiently.Firstly, this paper introduces the related technique of semantic web, web services, OWL etc, we explores the feasibility and the technical superiority which the semantic web services combine with e-government business process integration.Then, we analyze the existing problems in the e-government business process integration and the deficiencies of current solutions. Based on this, we combine design pattern of semantic web services and the principle of e-government business process, this paper designs a kind of government business process integration model based on semantic web services, and it is described in detail.Finally, this paper explicates the application of business process integration model based on semantic web services in e-government system with the government approval, tasting the model of the key technologies and proving that the model is feasible and superiority.
