E-Government construction has become one of important symbols of the new round reform of public administrative management and level of national competitive advantage in international society. Government has kept e-government construction as an emphasis work of information construction in future. Compared to the traditional government affairs, e-government can optimize working flow, improve official working efficiency, reduce management cost and raise the utilization of information resource. However, in the point of demand of e-government development and demand of government reform and information of economic society, the e-government development of our nation is in the primary stage at present. There exist many theoretical and practical problems to analysis and research. Also there exist many practical difficulties to face and resolve. More over, the application efficiency of government information construction is poor, the information and its application inner of every office is separated and alone. At present, e-government can not realize the entire resource integration and data sharing, so that it is not adaptive to the need of government development and it can not realize the cooperation and affairs processing on line, also it exist security hidden trouble. From above, it is imperative under the situation to research the construction of e-government system based on information fusion technology.In this paper, we design and develop application systems to build the uniform e-government platform based on the e-government current situation of Shandong Economic and Information Committee. The systems include portal website, resource library of e-government, short message platform and cooperative office system. In application layer, we utilize EAI (Enterprise Application Integration) technology to process applications consisted of those we design newly and those already exist. In data layer, we transform data into unified format by using information transformation platform. We envelop the existing data format to satisfy the unified data format. Also we process the data with data mining technology to form assistant decision system for government finally. We complete unified programming and design, based on the whole business function of Shandong Economic and Information Committee. The system takes the resource library of e-government as unified application platform of data integration, takes the system of cooperation office as unified work platform and takes the communication platform as unified communication platform for to-do tasks and reminder. The system is an e-government platform based on information fusion technology with functions including single sign-on, data integration, communication convergence, application integration, resource sharing and assistant decision.Being established in the practice of the business of Shandong Economic and Information Committee we build an e-government management system with functions including all the basic routine business of economic and information committee by using the advanced design conception and development technology. The implementation of the system can optimize the original working flow and improve the using efficiency, strengthen the exchange among the committee, region and public, heighten the transparency of government operation, promote the normalization and efficiency and reduce the cost of administrative management.In this paper, first we discuss the background of system development and research status of application system. After the detailed survey of requirement of Shandong Economic and Information Committee we adopt the object-oriented analysis and design method, demonstrate the function possessed by roles of the e-government management platform using UML designing language and use case diagrams, accomplish the requirement analysis of modules including portal website, cooperative office, EAI application integration and assistant decision and so on. Then according the requirement we build system framework with B/S construction. In detailed design we explain the concrete functions for each module with sequence diagram and describe hierarchically the realization of system.
