With the deepening of the economical and political reform in our country, the society is in transition. Under such circumstances, the government departments are required to open the government information timely, strengthen communication between the public, provide efficient and convenient service for the public, and carry out the functions of public service. E-government is an important way to achieve the above requirements.The building of the E-government in our country has developed fast these years. But because of the lack of long-term system planning and actual effective service, the building of the E-government in the country has met the bottleneck in the development. That causes a series of conditions, such as the single-channel that public access to public service, the issue from the public will be never dealt with, etc. At the same time, when a work involves a number of departments, the staffs between different departments can not communicate, or shirk responsibilities onto others. In view of the above issues, this paper has studied and realized a solution for effective communication applied to E-government.Beginning with the promulgation and implement of the Regulation of the People's Republic of China on the Disclosure of Government Information, this paper expounded the connotation of E-government and Public Service and analyzed the requirements of the Regulation on the Disclosure of Government Information for E-government construction. By introducing the construction of goals, design philosophy, platform framework of Public Information Service Platform, this paper showed that platform could better promote the Government to fulfill its public service functions and drew out the communications solution applied to E-government. Next, there were two parts to recommend the solution. In the first part, this paper researched and designed the front communications solution including Call Center, government portal, department, etc. It summed up the concept and functional components of Call Center, emphasized the significance applying call center in public service system of E-Government, designed and implemented the solution of call center based on the computer and board card. In the second part, this paper introduced communication model and communication protocol in some leading IM systems and analyzed the insufficiency of these IM systems in E-government application, researched and integrated the OCS IM that including instant messaging, notification message, documents, voice, video, etc, implemented the background communications solution.In the end, we summarized our research works and analyzed some Problems that have not been resolved. We prospect the future research direction. Up to now, the communications solution applied to E-government has passed function test and pressure test, and is being used in Qiaokou Public Information Service Platform widely.
