With the development of the times, land and resources has become the material basis ofproduction and life, while the information is even more infiltrated into every aspect of people’slives. Along with the material and cultural living standards gradually improved, we urgentlydemand for spatial information. Accordingly, space-information-based services are expected topromote a new economic growth, which makes the industry that provided the processing serviceof geographical resources and spatial information gradually developed. It becomes top priority ofinformatization management on land and resources about how to utilize the informatization onland and resources management to makes the management system of land and resource moremodernized. With the rapid economic development, the requirements of informatizationmanagement on land and resources increase gradually. To meet the requirements of resourcemanagement and protection, ministry of land takes the appropriate initiatives, such as informationengineering of "Digital Land" and "Golden Land Project", promoting information technology,changing management of land resources and strengthening supervision of land and resources.In recent years, the level of informatization in a national has become a key indicator forjudgment of a country’s comprehensive national strength and international competitiveness. Andthe raising of the level on national informatization directly decided by an information-orientedgovernment. Therefore, many countries have gradually developed the Electronic GovernmentAffairs System; it is used to manage the work of the government with information technology.And the performance of e-government system is also directly manifested the quality ofgovernment services. E-government system combines the information people providing andcommunication together, realized optimal management of the processes of government’s work andorganizational structures. It provides an automated platform for government offices.However,through the ten years of development of the informationization of land andresources,we made a great achievement., but we still remain in the primary stage of theconstruction of electronic government affair system of land and resources, Most of the reports,maps and statistics still through operational by a lot of manual operation. Easy to cause theinformation delay, makes the information cannot be updated in a timely manner and at the sametime, compared with the computer, artificial efficiency is very slow. Therefore, our country’selectronic government affair system of land and resources still exist many shortcomings: Such asthe stability of platform, operation efficiency, secondary development efficiency remains to be further improved. The main underlying database has not been integrated, data sharing problems;Standard system is not perfect, many kinds of standard still need to improve or develop more. Theproblems of the Network and data center have to be further expansion. Therefore, further promotethe construction of electronic government affair system of land and resources, Construction of themodernization of e-government system that could satisfy the requirement of land and resourcesmanagement finally is an important task for our country land and resources department.The major work I have done as follows:Against to the lack of the existing informatization about land and resources, and the needs ofcollaboration running online which demands the whole process and whole business on land andresources that divided to three levels in provincial, municipal, and county. Build a multi-levelintegration Administrative Management Platform based on land and resources. The platformprovides functions to achieve collaboration handling on three levels documents such as provincial,municipal and county, which contains subsystem like provincial integrated transactionmanagement system, Provincial approval of construction land system, provincial mining approvalsystem and provincial consolidated supervision system.Depth studies the functional requirements of the construction of e-government platform, andthen builds the unified technology platform SOA-based architecture to support for managementsystem on government affairs about land and resources. Research the functional requirements ofsubsystems, and designed the system to meet the relevant features. To finally achieve full-serviceonline operation and interworking on manage land and resource by three levels which areprovincial, municipal, and county.In this paper, we focused on the defects such as data sharing issues on raw land and resourcesinformation system, the not sounded standard system issues and the needs of further upgradedabout networking and data centers issues, made the following ideas:1. Adopt a unified standard for storage and management on land and resources which isdivided in provincial, city and county levels in order to establish a sound standardsystem to manage the provincial land and resources.2. Create SOA-based provincial e-government platform to achieve the intercommunicationand sharing of information in provincial, municipal, and county levels...
