In 1927, Jiang Jieshi staged the "April 12" coup and established the NanJing national government replacing North-ocean Government to be Ruling Party. Since then China had entered the "party government" era with modern significance. In order to consolidate the power,NanJing national government carried out archival reform which was called Administrative Archives Reform Movement. The content of this reform was to put the chain measures for administrative archives into practice which proposed by Gan Naiguang who was the Vice Minister of the Ministry of the Interior in Executive Yuan.The paper intended to make a study with a micro case on the relations between Gan Naiguang and the Administrative Archives Reform Movement during the Nanjing National government period. By examining the thinking and activities of Gan Nai-guang, it attempts to provide another perspective for observering the Administrative Archives Reform during Nationalist Government period.The article is divided into three parts: Firstly, Gan Nai-guang's rising in the KMT's political arena. It mainly focuses on the influence of his birth background, experience and growth on the political reform, in particular on the implementation of the instruments to join the reform movement of files. Secondly, hosting the committee of administrative efficiency promotion and carrying out Administrative Archives Reform Movement. In this part, the article makes comments respectively on the thinkings and activities of Gan Naiguang, and then concludes the results of the reform movement. Thirdly, the conclusion. Basing on the comments above, this part analyzes and sums up the gain and loss of the reform movement, as well as practical and immediate significance.
