The Effect Evaluation Study On The Open Government Information Service Of National Archives

The national archives is one of a statutory open channels in government information publicity, which is an important integral part of the open government information service system. In order to promote the development of open government information service of the national archives, this paper will investigate their current situation since the implementation of the "government information publicity regulations". On the basis of the investigation, it will evaluates the effect and clear the existing problems in the current service. Then, it will offer some helpful suggestions. The study is divided into the following six parts:Firstly, this paper describes the background, purpose and meaning of the effect evaluation study on the open government information service of national archives. Then, it proposes the research ideas, innovation, difficulty, and research methods.Secondly, the paper analyzes the related literature. Its writing foundation will be established by the definition of relevant concepts and the understanding of domestic and international research status.Thirdly, this paper describes the situation about the development process of government information publicity and the open channels. Then, it compares open channels in eight indicators systematically, rendering through scoring. After that, we will have a clear understanding of their strengths and weaknesses. By comparison, we will clear the location of national archives in the various channels and its unique advantages.Fourthly, based on the investigation of the current service situation, this paper will evaluate the service effect of the national archives.Then, it analyzes the main problems.The survey includes three aspects,first for the archives,second for the site of the archives,third for the public. As for the investigation of the archives and its website,this paper selectes21national archives in Zhejiang Province.Fifthly, for the current problems in service, this paper proposes practical measures based on reality,in order to offer a reference for the improvement about the open government information service of national archives.Finally, this paper summaries the research conclusions and shortcomings, then propose the research prospects.
