Research On The Reform Of Archives Organization From The Perspective Of National Governance

The reform of archives organization is a part of the reform of national administrative system,which promotes the development of archives cause to some extent.Since the reform and opening up,China has carried out eight times of archives reform.The practice of several institutional reforms shows that the institutional reform and the transformation of institutional functions should be promoted simultaneously.When the concept of national governance is fully implemented,the direction and goal of the reform of archives institutions also have a new orientation.Great achievements have been made in the reform of archives institutions,but there are also some problems,such as the imbalance of institutional functions,the single management mode of archives institutions,the excessive involvement of archives institutions in archives affairs,and the insufficient role of social forces and social organizations.How to further improve the functions of archives institutions through the reform of archives institutions and give full play to the role of other social forces is the direction of the future reform of archives institutions.This paper takes the reform of archives institutions as the main research object,takes the concept of national governance as the background,takes the reform of archives institutions in 2018 as the center,and takes the theory of government by law,the theory of archives pluralism and the theory of new public governance as the guidance.From the Perspective of the transformation of functions of archives institutions and the diversification of society,this paper combs the process of eight archives institutions reform since the reform and opening up,and takes 2018 as an example This paper focuses on the reform of archives institutions in China.On this basis,this paper summarizes the problems existing in the functional transformation of archives institutions in the process of archives institution reform,which mainly include: the archives management mode is relatively single;the centralization degree is high,and the social participation degree is low;the integration of bureau and library leads to the unclear responsibilities of institutions;the construction of comprehensive archives is too rough,and the service concept is not deep enough;the participation degree of archives management subject is not high,and the social participation degree is low The organization orientation is fuzzy,and the formulation of archival laws and regulations is lagging behind.In view of the problems existing in the reform of archives organization,this paper puts forward seven countermeasures from the perspective of improving the function transformation of archives organization: under the concept of national governance,change archives management into archives management,replace "management" with "governance",increase autonomy;make pluralistic co governance become the new trend of future archives development,the government should appropriately delegate power;make the functions of Archives Bureau and archives clear To improve the efficiency of archives work;to enhance the service awareness of archives institutions,to achieve people-oriented;to improve the enthusiasm of the main body of archives management,to clarify the nature and function of social organizations;to build public archives,to change the storage and storage functions of archives into service and utilization functions;to improve the relevant laws of the archives industry,to realize the synchronous development of laws and regulations and archives.In order to promote the further improvement of the functions of archives institutions through the improvement of the reform of archives institutions,make the concept of national governance become the guiding concept of archives work,and promote the vigorous development of archives.
