With information technology developing, more and more work needs to be dealt with computers. It has been suggested that the administrative examination and approval should be solved via information technology in the Development and Reform Committee. Using this technology, administrative examination and approval make the governmental work more transparent and public, improving the officials’ working efficiency and shortening the time for approval as well.This thesis makes a full study on the administrative and approval work within the committee, analyzing the problems existing in the routines, and then make out a new system corresponding to these problems. The system applies some advanced technologies, such as NET, C# language, MVC three-tier architecture and SOL database, to develop the platform for the routine work. The main functions consist of the landing of the system, the distribution of authority and the functions of administrative examination and approval. With the functions of administrative examination and approval as the centre, it contains case-accepting, case-dealing, payment setting, case-checking and case-statistics and so on. After the system is realizing, there will be a detail test on the system, through which it can be seen whether it can satisfy the need of the officials or not and whether their work efficiency can be improved.As time is limited, there must be some remaining weakness and shortcoming about the system, like redundancy in database, inadequately beautiful interface design and the possibly existing bugs, which the author is determined to better in the later study and work.
