With the popularization of computer and the development of Internet technology, electronic document is replacing the paper-document and has been accepted by the people, and the advantage of download the E-documents from the Internet has become more and more evident. However, these changes also bring some negative impacts, which are the IPR of the E-document is vulnerable to be violated and E-document can be easily spread. In order to meet the needs of the market, I have established the subject about the document management system, whose main object is to publish the useful information to the Internet in the electronic form, provide paid service to the users, and at the same time to adopt effective measures to protect those useful information including their IPRs.This article adopts UML technology to design modeling for the need, analysis and design of the document management system, completes the use case, class, timing, cooperation, activity and state chart of the system by using Retional Rose. All these work have established both static and dynamic models for the system and finally accomplish the development of the document system by using PHP language. During the development of the system, I have also used FileOpen system and realized the on-line protection to the documents successfully, which virtually prevents the unbending dissemination of the E-documents.The development of this system is convenient not only for the users' use at front end but also for the administrator's unified management to the document resource at the back end, simultaneously it also play an important role in the protection to the E-document's IPR. Besides, during the process of design and development, I have got a better understanding about the UML modeling technology.
