At present, in order to make use of information technology to improve their competition, many medium or small enterprises are going to develop document manage system. The information and technology level in this kind of enterprises are very low , the hardware is not good as big corporations. The employee's knowledge about computer and the financial ability are very limited, so the small or medium enterprises will not spend a lot of money as big corporations on management information system. With the rapid development about Web and DBMS technology, document management systems based web technology are more and more advantaged. On the base of the practice of medium or small enterprises and requirement analysis, the paper analyses the aim of document management system, also describe the Object-Oriented Analysis and Object-Oriented Design. The paper uses B/S structure system and Struts, Hibernate, Tomcat, Oracle to realize the document manage system for medium and small enterprises.The system mostly realized department and user management, document transmission, document query and receiving, document reply and so on. The paper includes 5 sections. The first section is preface and describes the system's background,development survey and the purpose. The second section is the requirement analysis. The third section is the Object-Oriented Design. The forth section is the system's realization. The fifth section is the test of the system. The last section is the summary and outlook. The paper has the reference meaning on realization of medium or small enterprises' document management system.
