It is crucial to develop the general high-performance remote sensing satellite ground pre-processing system for constructing the advanced earth observation infrastructure. Based on the research and development experiences of the pre-processing system for the Beijing-1 Satellite, this paper analyzes the previous researches on remote sensing satellite ground processing systems as well as the control procedure and function requirements for the ground pre-processing system. Based on such analysis and combined with upgrading of preprocessing system for Beijing-1, a new general remote sensing satellite ground pre-processing system is presented and especially the analysis as well as the design of control procedure, function implementation are discussed more in detail.The history of development and analysis of system functions related to remote sensing satellite ground pre-processing system are presented at first. Based on such analysis the research target was concentrated on the design and implement the general satellite data ground pre-processing system with open system architecture, dynamic reconstructing of control procedure and multi-processing functions which can process multi-satellite data more convenniently. This paper presents a new strategy for dynamic reconstructing of control procedure which can be used to schedule the multi-task with diverse algorithms, data flow and scale efficiently, as well as to allocate the running resource and parameters. The flow-process diagrams for several typical task are represented. Within this work it was discussed more detail on some special problems such as how to organize different processing flows efficiently, how to design functions and interface matching algrithms that can process multi-satellite data. The test shown that the new system can schedule and extend the system's processing flow effectively. Finally, the paper summarizes the existing achievements and deficient issues for current system. The improvement and future research topics for remote sensing satellite ground pre-processing system are also suggested in the last section.
