First, this paper obtained user's requirements of business flow, system function and performance by the investigation of archives work flow, second, the basic theory and implementation of document and archives information management has been studied, finally, the system was designed and implemented.During the design process, Microsoft WindowsXP/2000 was used as the operating system platform, and popular Object-oriented method was used as the designing method. Through carrying on electronic treatment to the entity document, each functional modules which have the multimedia management ability of input, connection and browsing was designed according to file information management standards such as "Archived file Reorganization Rule" DA/T22-2000, "Document Archived and Record Form" GB9705-88 and "Document Description Rule" and so onPower Builder 10.0 and Sybase Adaptive Server Anywhere 9.0 which support Unicode encoding was used as the developing tools and a kind of convenient and safe software which support interface language of Uyghur and Chinese was developed in the way of diversification of data acquisition. The user finished the design of logging in, user management, document archive management, chart article management and printing report form.The system has the advantage of agility, convenience, practicality, running steadily and comprehensive information after testing and practical evaluation in the enterprise and the government. The software has been identified by the science and technology bureau of autonomous region and technology used in the system reached the domestic advanced level, the system has been acknowledged as a high-tech product, so it is planned to popularize the system in Xinjiang.
