National Ministry of Water Conservancy proposed a concept "Digital Water Conservancy" in order to fully use information technology, to develop and take use of the water conservancy information resource, including information's gathering, transmission, memory, processing and issuing, and to promote the efficiency of the water conservancy causes' activities comprehensively. With the unceasingly development of the network technology and the popularization of the internet, the architecture of water conservancy information system is transforming from the C/S structure to the B/S structure, and fusing GIS into network technology becomes an inevitable trend. Therefore WebGIS becomes an important research and application domain in the water conservancy releated information systems and researchers have obtained many results.But, water conservancy information system based on WebGIS has also many insufficiencies at present, and the development, application and promotion of the water conservancy information system which is based on the B/S construction still have many barriers which need to be overcome, such as the security problem for long range data transmission, data missing caused by synchronized interactive mode, the matching way for features is not nimble and lacks of the multiplicity, the speed of large capacity map data transmission is slow, and so forth. These are parts of the technical problems for the water conservancy information system which continue needed to be discussed and improved. Ajax technology has brought a hope for these problems' solution. Thesis bases on Hunan Province water conservancy department's spatial attribute fuzzy match service engine project facing water conservancy information WebGIS system, uses Ajax asynchronous technology, takes ArcIMS as the map serving platform, develops a water conservancy information release experiment system, and devotes to discuss the following aspects: to analyze the current development conditions of water conservancy information enterprise, and propose that in combination of Ajax technology and the WebGIS technology, apply them to the water conservancy information enterprise. To analyze the technical points of Ajax in detail, as well as the superiorities of ArcIMS in current map servers. It researches the spatial attribute fuzzy match, realizes the practical significance search mode, such as the Chinese Pinyin first letter search mode and so on, and combines with the Ajax technology to realize the geographic name localization function. It elaborates the feasibility and the superiority of the map piecemeal asynchronous demonstration in geographic information system, thoroughly discuss the map-tiling principle and to realize it, in order to make the favorable experiment progress. At last it develops the water conservancy information release experiment system, and with the Ajax technology to realize the map's elementary operations.
