This paper researches and discusses the evaluation and optimization-decision problem in the field of hydraulic engineering combining with hydraulic engineering practice. The research content and achievement mainly includes the following aspects: Fuzzy recognition model is used to evaluate the sustainable use of regional water resources, the practical value of the model is proved through the evaluation example; The advantage of the fuzzy clustering model rises up, that the classification of samples is given, and the samples sort is also given. So the model is used for the optimization of water conservancy project investment program, and good results are achieved; Multi-level fuzzy decision-making model is applied for the social evaluation of hydraulic engineering construction projects. The prominent advantages and characteristics of the model in dealing with multi-objective, multi-level optimization-decision problem are showed; finally, the fuzzy optimization neural network model based on fuzzy set theory and neural network is tried to evaluate Harbin water quality. The reasonable evaluation results are achieved and the feasibility of the method is verified as well.
