Guided by the general principle of Customer Relationship Management (CRM) systems, this thesis proposes a Client Credit Management (MC~2) system for a real enterprise management information system. Aiming at a China Unicom Provincial Branch, this thesis presents the design and implementation of such a MC~2 system, thereby creates a market budget model for client credit management based on the analysis of the client distribution.This thesis depicts the position of MC~2 system in that whole real CRM system mentioned in the above paragraph. The requirement analysis of MC~2 system, along with the system goals and the deployment environment, are expressed in this thesis. Also some important implementation issues of MC~2 system are described in detail, such as software architecture, coding techniques, running configurations, and some application suggestions. MC~2 system naturally embodies a novel market budget model to conduct a win-win mechanism for both the clients and the enterprise.MC~2 system has been deployed and operated since 2007 with some modifications and improvements. Now the system has become irreplaceable and is running very well. In particularly, the market budget model which MC~2 system provides helps not only to tamp the clients' loyalty to the enterprise, but also to expand new market for the enterprise.
