Geographic Information System (GIS) is the collection, storage, management, description, analysis of the surface of the Earth and space and the geographic distribution of the data information systems. There is a closed relationship between Optical Fiber(O.F) network and the map; it contains a variety of resources and characterization of spatial relationship between the topological space vector information, as well as records of the content and nature of the specific characteristics of the attribute information. In order to realize long-distance, real-time, automatic monitoring and measuring variation of optical fiber characteristics and potential trend, effectively to reduce and preven O.F cable failure, to locate fault and timely alarming, and to display exact position on the electronic map, GIS-based O.F cable communications supervising and measuring system could be a better solution for the above-mentioned requirements.The article firstly describes the GIS technology, the principles of optical transmission and supervising and measuring mechanism and O.F cable, and puts forward a reasonable system overall design schedules. According to the electric power system requirements on O.F cable supervision and measuring system, the overall framework of the system, functional structure, system architecture, hardware configuration, and further the system design and realization are determined at last. The proposed System applied the C/S architecture, utilized C++ Build as a client development tools, and selected SQL Server as a database management system, the integration of GIS component to the development of secondary is based on SuperMap Objects 5.0 as a GIS development platform.The system includes real-time supervising and measuring of optical fiber, named test, periodic testing and automatic alarming functions, and provides a simplized graphical user interface to the fiber attributes of digital storage, the testing of a comprehensive analysis of relevant data processing. The realized system can be used to carry out a comprehensive and effective management on the optical fiber network, and to improve the efficiency of network operations and to enhance the network of early warning capabilities for the maintenance and to provide auxiliary decision support for management of networks.
