In the process of civil-air-defense information instruction, civil-air-defense commander system information instruction is the most important aspect. However, the first step is to instruct a digital pre-program management and evaluation system. Civil-air-defense pre-program is an important foundation for guiding the preparation and implementation of struggling against air raids and the fundamental basis for preparation and implementation of struggling against air raids, its quality level is directly related to whether the commander's determination can be thoroughly implemented and subordinates can take action in accordance with it and conquer the enemy. In order to improve the quality of plans and ensure to achieve the desired effect, it is necessary to conduct its scientific and objective assessment.Because the existed fuzzy comprehensive evaluation method has partial failure, the thesis proposes a new relative membership grade of the weighted mean method. Basing on the characteristics of civil-air-defense plans and requirements, the algorithm selects the hierarchical level index system and combines with information entropy to determine the weight of influence factor of each level and use weighted mean method based on the relative membership grade as the judge function to effectively avoid the failure judge phenomenon in the fuzzy comprehensive evaluation.The system adopts enterprise solutions which is popular today, uses.NET Framework technology as a framework, organizes data by SQL Server 2000 database management system and processes data by ADO.NET technology, constructs Web application by ASP.NET 2.0, and its development platform is Visual Studio 2003. Based on the electronic map system for air defense command, the system achieves fuzzy comprehensive evaluation, and can assessment air defense plan more objectively. And considering in the practical application process, the civil-air-defense plan's appraisal factor has the possibility to change, the system designs the form control module, so the user can build new tables or modify it according to need, and this enables the system to have a stronger usability.
