Intelligent Video Surveillance is one of important topic which always arrests people's attention in automation technical application. With the rapid development of the technique of computer, intelligent control, electronics and communications, the technique of the surveillance system is also developing quickly from the early stage of analog signal's transmission and control to the stage of the intelligent, digital and network transmission and control. It is applied to the military, industry and commerce.The technique of image compression and transmission is always two big factors which affect the development of visual surveillance, so the study of image compression and GPRS network communication technology is great significance.This article first introduced the three development stages of video surveillance technique, analyzed the video surveillance system's domestic and foreign research present situation, the significance and the background, discusse the issue which the intelligent network video surveillance faces to. Next proposed a set overall design proposal of Intelligent Network Video Surveillance System based on the DSP construction, next studied image gather, pretreatment, JPEG image compression algorithm, discussed the fast FDCT algorithm, different place between color image compression and gradation image compression, next introduced the Huffman code principle and the application in the entropy code,educed the color original image coded result which obtained by the different quantification table and the experimental evaluation, points out that the improvement direction of the image compression method. Then introduced the surveillance terminal apply GPRS technology, connect GPRS modem through serial port, transmit compressed image data to a remote video server,next introduced the visual surveillance terminal and the GPRS Modem's hardware interface and the software design, make use of the data dispart block method to ensure the reliability of image transmission, video server terminal use MFC Winsock to realize the communication,at the same time integrated with this system reality, introduced a multithreading programming and server joint visits.In the last part of this paper, introduced in detail the structures of the system hardware development platform and some of the test data in the developing process .Validity and practicability of above contents are already proved. It is a useful experiment for image gather, compress and image data wireless transmission.
