With the development of economy, the demand and dependence on resource are increasing when the global resource reserve is decreasing quickly in recent years. Especially, almost for all the resource, the average availability of Chinese is less than the half of the world. During the meeting of NPC and CPPCC in 2007, it was clearly proposed that conserving resource was an important job for the government. As a major industry consuming more energy, for the steelworks, to save energy, when the old distributed energy consumption monitoring method can not meet today's need, a new method should be developed as soon as possible.Basing on such background, this dissertation proposes a new real-time monitoring method for steelworks.Using the embedded technology and WINCE OS, this system contains three parts as follows: data measure, data transmission and data processing. The data measure mainly depends on sensors and MPU, and then the gained analog datas which include the electricity parameter, the water parameter and the gas parameter, are converted to be digital data frame according to the communication protocol. The datas are transmitted by RS485, then to be real-time processed by the application program of monitor terminal using ARM9 and WINCE.The hardware design theory and software design flow of the entire monitor system are expounded in detail, so do the theory and process of data measure, the communication protocol and flows. And, the paper also gives detailed description of the WINCE OS' customization and transplant on ARM9 when the monitor terminal is discussed. In addition, the development of EVC application procedure based on WINCE is discussed in detail too, and some codes are listed in the end.The paper puts forward a new method of monitoring and measuring steel real-time energy consumption data and realizes the whole system design. The test shows that each characteristic meets the requirements of the original design.
